ATC AS «Sintez-R3» by VNIIRA is the new generation of control systems.
The level of automation in Khabarovsk consolidated centre of unified ATM system corresponds to the third level of EUROCONTROL FASTI.
Consolidated centre in Khabarovsk is the first center from 13 centers of unified air traffic control system in Russia that has been taking all advantages of new generation of ATM system «Sintez-Р3» since October 2011:
- Monitoring of up to 500 aircrafts simultaneously;
- Monitoring over the territory of 5 million square kilometers;
- Load on the controller is decreased in 2-3 times;
- Air traffic safety level has increased twice,
- Sufficient economic benefit
- Decrease of noxious emissions to the atmosphere.
- Acceptance rate in upper airspace has increased on 15%;
- Acceptance rate in lower airspace has increased on 10%;
- Efficient control by dozens of international air paths that connect South-East Asia with Europe and North America;

ATC system of Integrated Initial Flight Plan Processing “Sintez-PIVP” with number 001 is in operation in Khabarovsk consolidated centre of unified Russian ATM system.
The complex ATC system of Integrated Initial Flight Plan Processing system is used for equipping consolidated centers/area centers.
It may be delivered separately or together with ATC AS as the part of AS ATM system.

«Sintez-PIVP» - ASSISTANCE TO CONTROLLER:
1.1. Assistance to a controller in decision-making to confirm/not to confirm the plan:
- Message format;
- The validity of codification of ATM route titles and points;
- AP Movement direction compliance;
- Separation compliance (which includes RVSM);
- Use compliance of AP (only for internal flights, subject to approval);
- Compliance with modes and restrictions that act on actual day;
- Rules of procedure compliance of main and alternative airports;
- Reception allowability of registered types of AC on main and alternative aerodromes.
1.2. Assistance to a controller in developing short-time restrictions and local modes:
- The ability to enter restriction borders from map with the computer mouse;
- Display of developed and actual restrictions on the map;
- Creating of standard restriction patterns for local flights, quarry operation and ranges with the further affixment to relevant plans;
- Automatic calculation of tunnel restrictions along the air traffic route (for example, flight status);
- Automatic calculation of closed AP sections;
- Automatic detection of conflicts with other restrictions;
- Automatic definition of flights subject to developed mode/restriction;
